National Railway Administration: Proposes to introduce new regulations for the transformation of the power source systems of diesel locomotives on railways and promote the "electric/hydrogen" technology route.
In order to accelerate the green and low-carbon transformation of locomotives, and to ensure the orderly implementation of the transformation of power source systems for old locomotives, the National Railway Administration has organized the drafting of the "Regulations on the Transformation of Power Source Systems for Old Locomotives" and publicly solicited opinions from the society. It mentioned that the transformation of the power source system of old locomotives involves replacing the fossil fuel power system of old locomotives with power systems such as "diesel engine + power storage battery system", "power storage battery system", and "hydrogen fuel cell system + power storage battery system", which have better energy efficiency and emission levels. According to the regulations, old locomotives that are in good condition and have transformation value can be transformed, and the original service life of the locomotive should not exceed 20 years. The service life of the transformed locomotive is calculated by adding up the original service life and the transformed service life. The owner of the locomotive should strengthen the safety management of the power battery, construct charging and hydrogen fuel refueling equipment on the ground in accordance with national standards, and dispose of the power battery in accordance with national regulations.
