Reporters learned on June 3 local time that the White House submitted an application to Congress to rescind approved spending of $9.4 billion, most of which was for foreign aid. Speaker of the House of Representatives, Mike Johnson, confirmed receiving the application and stated that it requests the rescission of wasteful spending on foreign aid to agencies like the United States Agency for International Development and the Corporation for Public Broadcasting. Johnson stated that the House will take swift action. It is reported that Congress will have 45 days to address the proposal. According to the political news website "Politico," two Republicans revealed that this proposal, known as the "Rescission of Funds Act," is the first cost-cutting plan of the Trump administration and is the result of long internal negotiations on how to proceed with cuts to the "Efficiency Department."
