The National Energy Administration issued the Implementation Opinions on further deepening the qualification and license management of the electricity industry to better serve the construction of a new type of power system. The document specifies the optimization of the qualification and license management system. It supports the innovative development of new models and new formats in the electricity sector, and, unless otherwise specified, new entities such as distributed photovoltaics, decentralized wind power, new energy storage, and smart microgrids will generally be exempted from electricity business licenses. It will reasonably reduce the level of licensed power facilities installation, scientifically adjust admission criteria standards, further stimulate the vitality of business entities, and promote high-quality industry development. It will also ensure the license rights of incremental distribution companies. According to the "Implementation Measures for the Division of Distribution Areas for Incremental Distribution Business," incremental distribution companies that have obtained electricity business licenses are legally entitled to invest in and operate distribution networks in their respective distribution areas. Related grid companies should provide fair and non-discriminatory grid interconnection services in accordance with relevant national regulations; other companies are not allowed to develop new users within the licensed incremental distribution areas.
