Two departments: Promoting the orderly development of green electricity direct connection.
The National Development and Reform Commission and the National Energy Administration issued a notice on the orderly promotion of green electricity direct connection development, which mentioned the need to strengthen planning coordination. Provincial energy authorities should strengthen the overall planning of green electricity direct connection projects to ensure the orderly development of the green electricity direct connection model. The scale of wind power and solar power generation projects should be included in the new energy generation development and construction plans formulated by provincial energy authorities, and the scale of electricity load should be based on and supported by. Direct connection lines, access systems, etc. should be included in the energy and power, land and space planning at the provincial or city level according to voltage levels, and record filing should be conducted in accordance with the "Administrative Measures for Approval and Filing of Enterprise Investment Projects". Direct connection lines should minimize line crossings, and safety measures should be taken if necessary. Projects should prepare integrated plans including power sources, loads, direct connection lines, and access systems, with dedicated chapters assessing system risks, electricity safety, power quality, etc., and proposing specific technical measures. The access voltage level of the project should not exceed 220 kilovolts; if it is necessary to access 220 kilovolts, the provincial energy authorities, together with the dispatched agencies of the National Energy Administration, should organize power grid companies, project units, etc. to conduct special assessments of power system safety risks, to ensure the safe and stable operation of the power grid. Projects should be uniformly constructed in accordance with the integrated plan, and put into operation simultaneously.
