Encourage and guide groups such as college graduates, migrant workers, and retired soldiers to start their own businesses, and provide policy support such as funds, venues, and tax incentives according to regulations. Give full play to the "leader goose" effect of rural wealth creators and rural industry revitalization leaders, and encourage and support the "returning geese" to start businesses in their hometowns. Implement the entrepreneurship training "Mulan flower" plan, training more than 40,000 people annually. For eligible first-time entrepreneurs, a one-time entrepreneurship subsidy of 5000 yuan will be given, and for those evaluated and identified as entrepreneurship towns, districts, communities, or villages, subsidies of 300,000 to 2 million yuan will be provided.
