According to the relevant responsible comrades of the Price Supervision and Competition Bureau of the State Administration for Market Regulation, the "Guidelines" clearly require platform enterprises to establish a compliant fee system. After the "Guidelines" are introduced, platforms should implement the main responsibility for compliance management, integrate compliance with platform fees into internal compliance organization construction, compliance management systems, compliance risk control, compliance training, etc. First, establish a sound compliance management organization and appoint compliance management personnel. Second, promptly translate relevant laws, regulations, and regulatory requirements related to platform fees into internal compliance regulations, and establish a dynamic updating mechanism to ensure the adaptability and effectiveness of the compliance management system. Third, establish a mechanism for identifying and assessing the risks of unreasonable fee practices, and promptly identify and address compliance risks in platform fee activities. Fourth, strengthen the construction of a compliance review mechanism to prevent unreasonable fee risks. Before the introduction or modification of platform fee rules or the organization of activities related to platform fees, the internal compliance management organization or personnel of the platform should conduct a compliance review of the platform fee situation.
