The General Office of the People's Government of Shanghai Municipality has issued the "Shanghai Special Action Plan to Boost Consumption," which includes tapping into the potential of cruise consumption. This involves deepening international and domestic cooperation between cruise ports, increasing mutual home port and multi-home port routes, expanding the number of cruise ships visiting ports, the number of inbound tourists, and the transfer ratio. It also supports the integration of cruise tourism products with tourist attractions in Shanghai and the Yangtze River Delta region, creating consumption scenarios from ship to shore. It encourages companies to explore combined routes and create water tourism products combining river and sea transportation. It promotes innovation in the "cruise +" model, expands inbound "flight + cruise" products, and supports the development of coastal and inland river cruise ships. Rewards will be given according to cruise route frequencies, days in port, inbound tourist ratios, etc.
