Min Aung Hlaing declared that Myanmar will hold elections by the end of the year.
According to Article 85 of the Myanmar Constitution, when the Federal Parliament convenes a meeting, a majority of representatives must be present to constitute a quorum. However, if the quorum is not met, at the next meeting, as long as one-third of representatives are present, the quorum can be reached. This means that aside from the 25% military representatives, only 8% of members need to be elected to convene the parliament. Min Aung Hlaing has repeatedly stated that elections will be held between December 2025 and January 2026, with the decision to hold elections made by the National Defense and Security Council. On July 31st, the emergency state, which has been extended for the eighth time in four years, came to an end. In order to hold elections, the military must transfer power to the National Defense and Security Council after this period ends, allowing the council to revoke the state of emergency and prepare for the elections. However, there is speculation in Myanmar about how the military will transfer power to the Defense and Security Council, which is not led by a president, raising a question. Currently, Min Aung Hlaing holds the positions of Chairman of the National Administration Council and Acting President simultaneously.
