A reporter asked: The US Department of Commerce website adjusted the wording of its news release on export control guidelines for AI chips released on May 12, changing the statement "Using Huawei Ascend chips anywhere in the world violates US export control regulations" to "Warning the industry about the risks of using Chinese advanced computer chips, including specific Huawei Ascend chips." What is China's response to this?
At the routine press conference of the Ministry of Commerce on May 15, China has already clarified its strong stance on the issue. After the US released the guidelines, China communicated with the US at various levels through the China-US economic and trade negotiation mechanism, pointing out that the US's actions seriously undermine the consensus reached at the China-US high-level Geneva talks, and demanding the US to correct its mistakes. China has noticed that the US has made adjustments to the wording of the guidelines recently, but the discriminatory measures and distortion of the market nature in the guidelines have not changed.
The US has abused export control measures, imposing stricter controls on Chinese chip products under false pretenses, even interfering with Chinese companies' use of chips produced in China within China's borders. The US has overstepped its bounds and engaged in typical unilateral bullying behavior, which China firmly opposes. The US's actions seriously harm the legitimate rights and interests of Chinese companies, seriously threaten the security and stability of the global semiconductor supply chain, and seriously impact global technological innovation. Trying to trip up others will not make one run faster. Such practices of unilateral protectionism, attempting to encircle and isolate other countries, will ultimately damage US industrial competitiveness, and the result can only be shooting oneself in the foot.
China urges the US to immediately correct its wrongdoings and stop its discriminatory measures against China. Both sides should jointly uphold the consensus reached at the Geneva high-level talks, strengthen position communication through mechanisms such as the China-US economic and trade negotiations, effectively manage differences, negotiate to address respective concerns, and promote the construction of sustainable, long-term, mutually beneficial bilateral economic and trade relations.
