The Parliament of Guyana on Friday evening passed an oil pollution bill requiring all parties to be responsible for damages caused by oil spills, including vessels. The bill was passed by a majority vote in a simple verbal vote and is expected to be signed into law soon by President Irfaan Ali. Guyana's oil production is controlled by a consortium led by ExxonMobil, with production expected to exceed 900,000 barrels per day this year. This South American country is trying to strengthen regulation of its emerging energy industry, as all of the country's oil and gas production comes from offshore fields.
