Coordinate urban flood control and waterlogging management, establish and improve the operating management mode of unified drainage and adjustment of urban water system, drainage network, and surrounding rivers, lakes, seas, reservoirs, etc., accelerate the construction and renovation of drainage and flood control facilities, build a sound urban flood control and drainage system, and enhance emergency response capabilities. Promote the upgrading of domestic waste treatment facilities. Strengthen the construction of public fire protection facilities, moderately advance the construction of disaster prevention projects. Improve urban transportation infrastructure, develop fast trunk transportation, life-oriented distribution transportation, and green slow transportation, accelerate the construction of parking facilities.
