The spokesman of the Ministry of Commerce stated on the 14th that in accordance with relevant export control laws and regulations, the Ministry of Commerce issued Announcement No. 21 and No. 22 on April 4 and 9, 2025 respectively, listing a total of 28 U.S. entities in the export control list, prohibiting the export of dual-use items to them. To implement the consensus reached at the Sino-US economic and trade high-level talks, it was decided to suspend the aforementioned measures within 90 days starting from May 14, 2025.

The spokesman stated that if exporters need to export dual-use items to the aforementioned 28 entities, they should apply to the Ministry of Commerce in accordance with the relevant provisions of the Regulations on the Export Control of Dual-Use Items of the People's Republic of China; the Ministry of Commerce will review and approve them in accordance with the law and regulations.
