Henan Xinyang plans to issue a document to strictly control pre-sale permit conditions: all newly developed commercial housing on newly tendered land must be sold as existing homes.
The Housing and Urban-Rural Development Bureau of Xinyang City, Henan Province recently drafted "Several Measures on Strengthening the Management of Presale of Commercial Housing" and will publicly solicit opinions from the society. The public notice period is from May 6, 2025 to May 15, 2025. The measures include strict control of presale permit conditions, strict deposit of presale funds, standardized use of presale funds, strict implementation of project development company system, reasonable control of project progress, and accurate definition of new land for sale. Among them, it is mentioned that for projects that have obtained construction permits after the issuance of the document, construction progress must reach the main body's topping out before applying for a presale permit for commercial housing. For commercial housing developed on newly sold land after the issuance of the document, all properties are to be sold as completed units.
