The 2025 China Industrial Transfer Development Docking Activity was held in Chengdu on May 8-9. Ministry of Industry and Information Technology Vice Minister Shan Zhongde stated that in order to do a good job in the industrial transfer in 2025, efforts should be focused on "accuracy" and "orderliness", leveraging the role of market mechanisms, continuously improving policies and measures, and providing solid support for the construction of a modern industrial system with advanced manufacturing as the backbone. Efforts will be made to strengthen policy guidance, implement the orderly transfer of manufacturing industry, support and guide the central-western and northeastern regions in undertaking the development of characteristic advantageous industries, promote orderly industrial development and healthy competition. Efforts will be made to promote deepening reforms, advance the construction of a unified national market, improve the cooperation mechanism for the orderly transfer of industries within the country, and promote the sharing of interests between transfer-out and recipient regions. Special actions will be carried out to standardize law enforcement involving enterprises and optimize the business environment. Efforts will be made to improve ecological construction, research and improve policies to promote industrial transfer, establish a mechanism for close cooperation among departments, coordination between government and enterprises, and broad participation from all parties, forming a strong joint force. Efforts will be made to expand open cooperation, implement measures to comprehensively lift restrictions on foreign investment access in the manufacturing sector, expand opening up trials in sectors such as telecommunications, fully leverage the role of the Western Land-Sea New Channel, attract and utilize foreign capital with greater efforts, and support the participation of foreign enterprises in upstream and downstream cooperation in the industrial chain.
