Jiangsu province has launched 14 measures to support the development of small and medium-sized enterprises specializing in technology and innovation, and has established a reserve resource pool for these enterprises to go public.

The Jiangsu Provincial Government recently issued the "Several Policy Measures to Further Support the High-Quality Development of Specialized, Refined, Distinctive, and Innovative Small and Medium-sized Enterprises", introducing 14 measures in 4 aspects, further increasing the support for provincial manufacturing and strengthening the support for specialized, refined, distinctive, and innovative small and medium-sized enterprises. The measures will be implemented from May 20th this year and will be valid until May 20th, 2028. Support will be provided for specialized, refined, distinctive, and innovative small and medium-sized enterprises to establish enterprise technology centers, industrial design centers, pilot platforms, and other types of R&D carriers, actively creating national-level R&D carriers. Support will be provided for specialized, refined, distinctive, and innovative small and medium-sized enterprises to carry out major technical issues collaborative tackling projects around the province's "1650" industrial system, taking the lead or participating in national tackling tasks, as well as drafting international standards and national standards. Recommended support will be provided for specialized, refined, distinctive, and innovative small and medium-sized enterprises to participate in the first major equipment, first version of software products, and first batch of material selection and identification. Conditions permitting, specialized, refined, distinctive, and innovative small and medium-sized enterprises will be supported to pilot the autonomous evaluation of senior professional titles. A "direct reporting window" for financing needs of specialized, refined, distinctive, and innovative small and medium-sized enterprises will be set up on the provincial small and medium-sized enterprise public service platform, organizing relevant financial institutions to conduct point-to-point docking within 3 working days, opening a fast approval and processing "green channel". The coverage of the Jiangsu Province manufacturing industry loan interest subsidy policy will be expanded, with specialized, refined, distinctive, and innovative small and medium-sized enterprises included in the subsidy scope, not limited to the manufacturing industry. The "Specialized, Refined, Distinctive, and Innovative Loan" product of the provincial inclusive financial development risk compensation fund will be utilized and an additional 10 billion yuan loan scale will be added. A reserve resource pool for specialized, refined, distinctive, and innovative small and medium-sized enterprises listing will be established, helping accelerate the listing process of specialized, refined, distinctive, and innovative small and medium-sized enterprises.
