Hohhot promotes a new round of state-owned enterprise restructuring and integration: Eliminate one project one company, one business one company.

The government website of Hohhot City, Inner Mongolia recently published an article introducing that in order to comprehensively solve the problems of non-prominent main business, large number of legal entities, and long management chain in municipal state-owned enterprises, in April 2025, Hohhot City issued the "Implementation Plan on Further Clarifying the Main Business of Municipal State-owned Enterprises and the Integration of Secondary and Tertiary Enterprises" to launch a new round of state-owned enterprise restructuring and integration, accelerate the consolidation and improvement of state-owned enterprises. According to the Hohhot City State-owned Assets Supervision and Administration Commission, in accordance with the adjusted and optimized main business, it is clear that by means of integration, removal, transfer, and upgrading, 43 secondary and tertiary enterprises will be restructured and integrated, of which 31 will be completed by 2025, and the remaining 12 will be gradually completed according to the principle of "mature one by one". Municipal state-owned enterprises are required to eliminate the practice of "one project, one company" and "one business, one company", reasonably control the management hierarchy, upgrade the subordinate enterprises with long property rights and management levels, and improve decision-making efficiency.
