"The national brand image of the United States has been damaged" because government policies have brought too many unexpected results. Rowan said that the uncertainty in the economy would be difficult to eliminate before reaching a series of key agreements with major trading partners. Rowan suggested that there is a possibility of two consecutive quarters of economic contraction in the United States.
