Ukrainian Prime Minister: Technical documents related to the Ukraine-US mineral agreement do not require parliamentary approval.

On May 2nd local time, Ukrainian Prime Minister Shmyhal stated that the technical documents for the agreement to establish the Ukraine-United States Reconstruction and Investment Fund will not be at the government level, but at the institutional level. These follow-up agreements will be of an implementable nature and will be signed by Ukrainian institutions and the U.S. International Development Finance Corporation, therefore not requiring parliamentary approval. He mentioned that the relevant documents are ready and are expected to be signed shortly after the Ukrainian parliament approves the mining agreement. Additionally, Shmyhal stated that the agreement to establish the Ukraine-United States Reconstruction Investment Fund does not include formal security guarantees, "There are no formal defense guarantees in this agreement, but every new military aid provided by the United States to Ukraine is considered a capital contribution. This encourages the U.S. government to continue providing weapons and intelligence to Ukraine, rather than stopping." He also expressed his hope that the Ukrainian parliament will soon approve the agreement to establish the Ukraine-United States Reconstruction and Investment Fund.
