The three major telecommunications companies in Shanghai, along with others, have initiated the establishment of the "Smart Terminal Overseas Service Innovation Alliance".

On April 30, 2025, the "Digital Shanghai" theme zone of the 8th Digital China Construction Summit was officially launched. The zone was guided by the Shanghai Municipal Bureau of Data, and the first batch of construction units including Shanghai Telecom, Shanghai Unicom, Shanghai Mobile, UCA Technology, CEIEC, and Pujiang Shulian jointly initiated the "Smart Terminal Overseas Service Innovation Alliance". Qian Xiao, Deputy Director of the Shanghai Municipal Bureau of Data, expressed his hope that the alliance, as an industrial collaboration accelerator, would build a platform of "technology + services + regulations" to provide assistance for smart terminal companies going overseas. The goal is to create a resilient and closed-loop "overseas ecosystem" by constructing a full-service system across the entire chain.
