The former chairman of Hainan Province Transportation Investment Holding Co., Ltd., Huang Xinghai, has been expelled from the Communist Party and removed from his position.

The website of the Central Commission for Discipline Inspection and State Supervision Commission announced that, according to the information from the Hainan Province Commission for Discipline Inspection and Supervision, with the approval of the Hainan Provincial Committee, the Commission for Discipline Inspection and Supervision of Hainan Province has initiated an investigation into the serious disciplinary and legal violations of Huang Xinghai, former Party Secretary and Chairman of Hainan Provincial Transport Investment Holdings Co., Ltd. According to the investigation, Huang Xinghai has lost his ideals and beliefs, betrayed his original mission, failed to fulfill his primary responsibility for strict party governance, disloyally and dishonestly to the Party, obstructed organizational investigations; ignored the spirit of the central eight-point regulation, accepted banquets that may affect the fair execution of official duties, provided special vehicles and drivers in violation of regulations; violated organizational principles, failed to report personal matters as required, improperly selected and appointed cadres; breached the bottom line of integrity, accepted gifts and money improperly; failed to fulfill his duties correctly, intervened in market economic activities in violation of rules; violated national laws and regulations, illegally obtained and used residents' identity cards; with an inflated desire for gain, he used the power entrusted to him by the Party and the people as a tool to seek personal gain, used his position and convenience to assist others in profiting from engineering projects, and illegally accepted large sums of money. Huang Xinghai has seriously violated the Party's political discipline, organizational discipline, integrity discipline, and work discipline, constituting a serious violation of duty and suspicion of bribery crimes. The nature is serious, the impact is bad, and should be severely dealt with. In accordance with relevant regulations such as the "Disciplinary Regulations of the Communist Party of China", the "Supervision Law of the People's Republic of China", and the "Administrative Punishment Law for Public Servants of the People's Republic of China", the Standing Committee of the Hainan Provincial Commission for Discipline Inspection after the meeting and reporting to the Hainan Provincial Committee, decided to expel Huang Xinghai from the Party; the Hainan Provincial Supervision Commission decided to dismiss him from public office; confiscate his ill-gotten gains; terminate his qualifications as a delegate to the Eighth Party Congress of Hainan Province; and refer his suspected criminal issues to the procuratorial organs for investigation and prosecution, with the confiscated assets being transferred together.
