National Energy Administration: Establishing a mechanism for the transmission of electricity ancillary service costs in accordance with the principle of "who benefits, who bears the cost"
Zhixin Finance and Economics APP learned that on April 29th, relevant officials of the National Energy Administration answered questions regarding the "Notice on the issuance of the Basic Rules for the Electricity Ancillary Services Market." It mentioned the need to improve the ancillary service cost transmission mechanism. It is clear that according to the principle of "who benefits, who bears the cost", in conjunction with the construction of the electricity spot market, an ancillary service cost transmission mechanism should be established. In areas where the electricity spot market operates continuously, the costs of frequency regulation, reserve and other ancillary services specified in the regulations should, in principle, be jointly borne by the users' electricity consumption and the grid-connected electricity not participating in electricity market transactions.
