The General Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration issued a notice on accelerating the construction of the electricity spot market. It proposed that if the electricity spot market has been operating continuously for more than one year and has been evaluated by a third party to meet the formal operating conditions specified in the "Basic Rules of the Electricity Spot Market", it can be transferred to formal operation according to procedures. The primary responsible unit should independently and openly select and commission a third-party institution with professional ability and experience, which has not participated in the formulation of the provincial electricity market rules or the construction of technical support systems, to conduct an evaluation, compile an evaluation report, and publicly disclose it in an appropriate manner. The provincial spot market should be approved by the provincial people's government before transitioning to formal operation, and then filed with the National Development and Reform Commission and the National Energy Administration.
