Two departments: comprehensively accelerate the construction of the electricity spot market.

The General Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration issued a notice on accelerating the construction of the spot electricity market. The Hubei spot electricity market is required to enter formal operation by the end of June 2025, while the Zhejiang spot electricity market should be operational by the end of 2025. Anhui and Shaanxi are striving to start formal operation by the end of June 2026. By the end of 2025, Fujian, Sichuan, Liaoning, Chongqing, Hunan, Ningxia, Jiangsu, South China Grid, Jiangxi, Henan, Shanghai, Jilin, Heilongjiang, Xinjiang, Inner Mongolia, and Qinghai should initiate continuous spot market settlement testing. By the end of 2025, the Southern regional power spot market should start continuous settlement testing, while the Beijing-Tianjin-Hebei power market should create conditions to initiate simulated testing. Inter-provincial spot markets should allow power generation companies to participate in inter-provincial spot electricity trading, and expedite the research on mechanisms for electricity sales companies and power users to directly participate in inter-provincial spot trading. Market construction should fully consider the reasonable demands of various regions, accelerate the formation of joint efforts, and better promote the optimization of resources over a wide range.
