The National Development and Reform Commission and the National Energy Administration have issued the "Basic Rules for Electricity Ancillary Services Market". Among them, it is proposed that the dispatched agencies of the National Energy Administration, together with provincial price and energy regulatory departments, should timely organize market operation agencies to revise the detailed implementation rules of ancillary services market in accordance with the "Rules" and relevant provisions such as document No. [2024]196 of the NDRC, maintaining a unified and fair competition system to ensure consistency with the requirements of the "Rules". In areas where the electricity spot market operates continuously, it is necessary to improve the spot market rules, appropriately relax market price limits, guide the realization of peak shaving functions, and markets with similar functions such as peak shaving and peak shaving capacity are no longer in operation.
