Dongguan plans to introduce new real estate policies, implementing fully furnished sales for new homes.

The Housing and Urban-Rural Development Bureau of Dongguan City recently issued a notice on strengthening the management of fully furnished residential construction. It plans to encourage newly built residential projects that apply for construction permits starting May 1, 2025 to implement full decoration. Dongguan also encourages the "model precedent" of full decoration. It encourages construction units to provide a "menu-style" full decoration model to meet the diverse and personalized needs of homebuyers. For projects that set up model rooms, before the construction of decoration and decoration sub-projects, construction units should strictly implement the system of craftsmanship, material samples, and decoration entity samples, and clarify the standard indicators. Within the physical building, model rooms should be set up according to each type of unit layout and different decoration standards in the decoration design documents, displaying all delivery standard contents, and indicating non-delivery standard items such as movable furniture. Model rooms that pass inspection serve as a reference standard for the construction and quality acceptance of decoration and decoration sub-projects. The draft for public opinion proposes that the sales contract for fully furnished residential units should include the full decoration content, and the total sales price should include decoration expenses. Separate decoration contracts or agreements for the decoration part should not be signed separately with the buyer or by a third party.
