On April 21st, the State Council Information Office held a press conference, clearly stating: "Develop the overseas game industry, and lay out the industry chain from IP creation to game production, distribution, and overseas operation." As early as 2024, the domestic game "Black Myth: Wukong" caused worldwide attention to Chinese games with a global sales of over 10 million copies within the first 3 days of release, and over 20 million copies sold globally within the first month after release. In the past few years, 11 provinces and cities including Chengdu and Hainan have been included in comprehensive pilot zones for expanding the service industry. The success of "Black Myth: Wukong" reflects significant achievements in China's continued efforts to expand the service industry and also serves as a model for Chinese cultural exports. The Hainan Free Trade Port Digital Cultural Industry Park has brought together nearly 2,000 game enterprises, with these enterprises expecting a total annual revenue of nearly 40 billion yuan. Policy advantages are an important factor in attracting game companies to cluster in these areas.
