Sichuan: Deepening the reform of the management systems and mechanisms of state-owned scenic areas
On October 28, the 2026 Sichuan Provincial Tourist Attraction Development Conference was held in Kangding City, Garze Prefecture, focusing on deepening the reform of the management systems and mechanisms of state-owned scenic areas, summarizing reform achievements, and deploying key tasks for the next stage. At the meeting, 4 newly designated national 4A-level tourist attractions and 10 provincial-level tourism and leisure districts were officially awarded plaques, and six key projects for strengthening the foundations and renewing tourist attractions were signed simultaneously. Currently, more than 50 state-owned scenic areas in 16 cities across the province have successively carried out optimization and adjustment of management systems and mechanisms, and reform experience from a number of scenic areas, including Mount Emei, Leshan Giant Buddha, Mount QingchengDujiangyan, and Jiuzhaigou, is forming a demonstration effect. It was learned at the meeting that next, Sichuan Province will take the "separation of three rights" as the breakthrough point for reform, adhere to "one scenic area, one policy," and implement reforms step by step. Reform will be advanced by rationalizing management systems and mechanisms, upgrading new business formats in scenic areas, and cultivating chain-leading operating enterprises for scenic areas. At the same time, this year will push 5A-level state-owned scenic areas and 4A-level state-owned scenic areas with annual visitor numbers exceeding 1 million to launch or continue deepening reform, and in 2027 reform will be comprehensively advanced in 4A-level and above state-owned scenic areas, fully unleashing the development momentum of state-owned scenic areas.
