The National Energy Administration issued the implementation opinions on promoting the integrated development of coal power and new energy. The integration of coal power and new energy should be implemented without reducing the supporting and regulating capacity of coal power for the power system. The scale of new energy in integrated projects should match the regulating capacity improved through the upgrading and transformation of coal-fired power units. Carbon reduction of coal power should be strengthened, and the quality and effectiveness of coal power carbon reduction should be effectively improved. New energy consumption should be promoted, curtailment of wind and solar power should be reduced, and the level of new energy consumption should be effectively enhanced. Diversified innovation should be encouraged, and exploration of pilot applications of integration technologies should be supported. Local conditions should be adhered to, and suitable integration scenario models should be scientifically selected. By the end of the 15th Five-Year Plan period, integration scenario models of coal power and new energy will be applied maturely, and the annual carbon emission level of integrated projects will be significantly lower than before transformation and construction.
