On October 20, the State Council Information Office held a press conference to introduce the development of industry and information technology in the first three quarters of 2026. Tao Qing, spokesperson for the Ministry of Industry and Information Technology (MIIT) and director of the Bureau of Operation Monitoring and Coordination, said that the MIIT will fully implement the arrangements of the National Conference on Advanced Manufacturing and focus on four areas of work to strive to achieve the annual expected targets and continuously improve the quality and efficiency of industrial economic operations. First, efforts will focus on expanding effective demand, completing the annual targets of the new round of work plans for stable growth of the ten major key industries, expanding the supply of high-quality goods and services, accelerating the construction of the next-generation communications network and computing power network, deploying a batch of landmark engineering projects, and supporting export enterprises in strengthening brand building and increasing the added value of products. Second, efforts will focus on building an innovation engine, coordinating the advancement of traditional industry upgrading, the growth of emerging industries, and the cultivation of future industries, promoting the expansion and quality improvement of advanced manufacturing, implementing a new round of action plans for high-quality development of key manufacturing industry chains, deeply carrying out the national high-tech zone new track cultivation initiative, and newly certifying a batch of specialized, refined, distinctive and innovative "little giant" enterprises and provincial-level innovative industrial clusters. Third, efforts will focus on cultivating growth drivers, deepening the advancement of the AI + Manufacturing initiative, newly building a batch of leading and excellence-level smart factories, newly cultivating a batch of national green factories, green industrial parks, and green supply chains, implementing the second batch of 10-gigabit optical network pilots, accelerating the construction of computing power supermarkets, and consolidating the digital technology foundation and network infrastructure system. Fourth, efforts will focus on optimizing the development environment, deepening the comprehensive rectification of disorderly and irrational competition in key areas, continuously improving the capacity monitoring and early warning mechanisms for photovoltaic, new-type energy storage and other sectors, issuing and implementing guidelines for the construction of standards systems for key industries, promoting industrial upgrading through standards improvement, and accelerating and intensifying the clearing of overdue payments owed to enterprises.
