The Beijing Municipal People's Government has issued the "Plan for Deepening the Development of an International Consumption Center City During Beijing's 15th Five-Year Plan Period." The plan states that the city will continue to optimize foreign currency exchange and foreign card acceptance services in key areas, improve the cash-use environment, and streamline the process for linking foreign cards to domestic payment platforms. Efforts will be intensified to promote products such as "Changyou Tong" and "Mifang Card." Multilingual signage will be improved at transportation hubs, tourist attractions, star-rated hotels, large commercial facilities, and other venues, while foreign-language consulting services at venues involving foreign nationals will be enhanced. A multi-tiered language services talent pool will be built, regular training for frontline staff will be carried out, and multilingual volunteer services will be expanded. The supply of internationalized service information will be strengthened, and one-stop service integration will be promoted across the entire chain of "dining, accommodation, transportation, sightseeing, shopping, and entertainment." The supply of goods will be enriched, with active guidance for brand products reflecting Beijing's cultural characteristics to enter tax refund and duty-free channels. The departure tax refund service network will be expanded to achieve full coverage of key venues. Research will be conducted on creating one-stop shopping venues for inbound tourism, and promotion will be given to must-buy products and services with urban characteristics for visitors to Beijing. Support will be given to setting up departure tax refund service zones at key exhibitions. The "buy now, refund now" service will be optimized to achieve paperless processing throughout the entire tax refund procedure.
