Shandong Province Data Regulations took effect on December 1, drawing red lines for data scraping, algorithmic discrimination, and other behaviors.

According to Shandong Fabu, on the afternoon of September 23, the 26th meeting of the Standing Committee of the 14th Shandong Provincial People's Congress voted to pass the "Shandong Province Data Regulations." The regulations consist of eight chapters and 66 articles and will take effect on December 1, 2026. In terms of strengthening the protection of data rights and interests, the regulations provide categorized and scenario-based definitions of rights and interests such as data holding, use, and operation, and improve the data property rights registration system. The regulations align with the Personal Information Protection Law, clarify the rules and requirements for data processors in collecting and processing data related to personal information, and draw legal red lines for behaviors such as data scraping and algorithmic discrimination.
