Carney said, "I think it is the responsibility of holding these offices to consider extreme tail risks." He added, "This is nothing more than risk management." When pressed on the topic and on U.S. President Trump's repeated remarks about making Canada the 51st state, the prime minister said a U.S. invasion is "not the base case, but it would be irresponsible not to prepare."
