National Health Commission: Step up efforts to promote the construction of comprehensive childcare service centers.

The National Health Commission today issued the Notice on Strengthening the Work of Comprehensive Childcare Service Centers. In accordance with the relevant work requirements for the construction, operation, and management of comprehensive childcare service centers, the Notice adheres to a goal-oriented and problem-oriented approach, makes systematic arrangements for comprehensive childcare service centers to play a pivotal role in the local childcare service system, and sets out specific requirements. The main contents of the Notice are as follows: First, accelerate construction and operation progress. Localities should, in light of actual conditions such as local population size, childcare demand, and economic and social development, build comprehensive childcare service centers of appropriate scale, suitable equipment, and complete functions. The Notice specifies the construction and operation progress requirements for comprehensive childcare service centers supported by central investment. Second, give play to the role of service leadership. Localities should support and guide comprehensive childcare service centers, in light of actual conditions, to play a leading role in optimizing childcare services, guiding scientific parenting, strengthening health guidance, reinforcing workforce development, consolidating safety responsibilities, summarizing practical experience, and improving service quality. Third, carry out training and guidance work. Localities should support comprehensive childcare service centers, in light of actual conditions, to conduct pre-employment training, transfer training, and on-the-job skills improvement training for childcare practitioners, as well as internships and practical training for students majoring in childcare, and assist in publicizing laws and policies. Fourth, participate in quality management work. Localities should support public comprehensive childcare service centers in accepting commissions from the local health administrative department, and participate in childcare service quality management by supporting childcare institutions in strengthening management, assisting in the management of the childcare industry, and providing technical services for quality management.
