National Data Bureau: Shanghai will establish a new international data cooperation system.

On the morning of August 18, the National Bureau of Statistics held a press conference in Beijing for the 2026 Shanghai Cooperation Organization Digital Economy Forum. Yu Ying, a member of the Party Leadership Group and Deputy Director of the National Bureau of Statistics, introduced the progress of this year's international cooperation pilot projects in the data sector. She stated that we have systematically planned 20 pilot initiatives from six aspects: data infrastructure, data standard protocols, international cooperation platforms, cross-border service ecosystems, digital cooperation scenarios, and communication and exchange mechanisms. The pilot locations, based on local realities, have clearly defined pilot tasks and implemented precise "one location, one policy" measures. For the first batch of pilots, we have selected ten places: Shanghai, Hainan, Fuzhou, Xiamen, Quanzhou in Fujian, Changsha in Hunan, and Guangzhou, Shenzhen, Hengqin, and Nanning in Guangxi, forming an initial layout of differentiated development and complementary advantages. She mentioned that following this approach, Shanghai focuses on building a new international data cooperation system characterized by leading infrastructure, mutual recognition of rules, empowering platforms, and integrated scenarios. Hainan Free Trade Port emphasizes pilot explorations of cross-border data flow and international data services. Fuzhou in Fujian focuses on mutual recognition of cross-border rules and standards in areas like cross-border e-commerce and food safety; Xiamen emphasizes international cooperation in smart logistics and smart ports; Quanzhou focuses on data empowerment in characteristic industries like textiles and footwear. Changsha in Hunan emphasizes cooperation in smart healthcare and smart agriculture aimed at Africa. Guangdong leverages the advantages of the Guangdong-Hong Kong-Macao Greater Bay Area, with Guangzhou focusing on facilitating cross-border flow of medical research data; Shenzhen emphasizes cultivating new business forms in international data services; Hengqin focuses on data cooperation with Portuguese and Spanish-speaking countries. Nanning in Guangxi focuses on the application of smart technologies in cooperation with ASEAN countries. Currently, all pilot initiatives are advancing in an orderly manner.
