National Energy Administration: Accelerate the construction of large-scale wind and photovoltaic base projects.
Recently, the National Energy Administration held a video conference for the national monthly scheduling of renewable energy power development and construction. The meeting emphasized the need to fully recognize that the development of China's new energy and renewable energy has fully entered a new stage of high-quality development. In the face of new circumstances and new requirements, efforts must be solidly focused on three areas to achieve a good start for the 14th Five-Year Plan.
First, solidly implement planning and policy deployment. All units must make every effort to promote the implementation of the "14th Five-Year Plan" for the new energy system construction, the renewable energy development plan, and various already published policies such as the issuance and trading of green certificates, the entry of new energy into the market, zero-carbon parks, and direct connections for green electricity. Local energy authorities should strengthen the alignment of their plans and policies with national planning and policy when formulating their own plans and policies, decompose development goals, detail implementation measures, and ensure the construction of major projects.
Second, solidly expand green electricity consumption and promote new energy absorption. Local energy authorities should fully implement the requirements of the "Minimum Proportion Target for Renewable Energy Consumption and the Implementation Measures for the Responsibility Weight System for Renewable Energy Power Absorption," cooperate with departments such as industry and information technology, housing and urban-rural development, and transportation to develop consumption implementation plans, organize key energy-consuming industries in their region to achieve consumption targets, strengthen monitoring and assessment as well as policy dissemination, enforce green consumption responsibilities, properly account for basic, economic, and strategic aspects, balance project reasonable returns and system operation costs, and scientifically set targets for new energy utilization rates. The emphasis should be on absorption through the large power grid, adapt to local conditions to promote direct connections for green electricity, integrate sources, grids, loads, and storage, and adopt multiple measures to enhance the level of new energy absorption.
Third, solidly promote project development and construction. All units should accelerate the construction of large wind and photovoltaic base projects while comprehensively advancing the development of offshore wind energy, onshore centralized wind and photovoltaic, solar thermal, and distributed new energy projects, expedite preparatory work, promote early commencement, and generate substantial physical workload.
