According to a report by Kyodo News on August 14, an investigation revealed that after the law related to the "sub-capital" concept was officially enacted in Japan, seven prefectures have begun researching the application to become a sub-capital. The law aims to mitigate the problem of excessive economic concentration in the capital region by decentralizing the functions of the capital in the event of a large-scale disaster. The report notes that several local governments have reservations about establishing a sub-capital, citing the unspecified nature of the designated conditions. The law also stipulates the establishment of a "capital central function substitute area," which would take on some of the capitals functions during disasters in Tokyo.
