According to meteorological forecasts, in the next three days, eastern Shanxi will experience heavy rainfall or intense rain due to the combined influence of the residual circulation of Typhoon "Bai Dolphin" and cold air. The Central Meteorological Station issued an orange rainstorm warning at 18:00 on August 11. In accordance with the "National Flood Control and Drought Relief Emergency Plan" and relevant regulations, the National Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management decided to initiate a Level IV flood control emergency response for Shanxi at 19:00 on August 11.
