Shanghai: Support enterprises in the global registration and certification of innovative drugs, modern traditional Chinese medicines, and high-end medical devices, and facilitate their sales locally.

The Shanghai Municipal Commission of Commerce and six other departments have issued the "Construction Plan for the National Service Trade Innovation and Development Demonstration Zone in Shanghai." It points out the support for the innovative development of the biopharmaceutical industry. It supports enterprises in the global registration and certification of innovative drugs, modern traditional Chinese medicine, and high-end medical devices developed by them, as well as their local sale. The plan aims to expand international cooperation in biopharmaceutical innovation achievements. It supports contract research organizations and production enterprises with mature production experience in undertaking commissioned production activities. Pilot projects for the development and application of gene diagnosis and therapy technologies will be launched in the free trade pilot zones. International medical device exhibition, training, and transaction platforms will be established in the Hongqiao International Central Business District and the Eastern Hub International Business Cooperation Zone. Key areas for development include Pudong New District, Minhang District, and Jiading District, accelerating the construction of a world-class biopharmaceutical industrial cluster.
