The National Development and Reform Commission and the National Energy Administration issued the "14th Five-Year Plan for the Development of the Coal Industry." It mentions the need to improve and perfect coal industry policies, enforce strict industry access requirements, and enhance negative list management. In principle, the following new construction or expansion of coal mines will be stopped: coal mines in Shanxi, Inner Mongolia, Shaanxi, and Xinjiang with a capacity of less than 1.2 million tons per year; coal mines in Ningxia with a capacity of less than 600,000 tons per year; and coal mines in other regions with a capacity of less than 300,000 tons per year. The construction of new coal mines with a capacity of less than 900,000 tons per year that have serious coal and gas outbursts, rock shocks, or complex hydrogeological conditions will be halted. Additionally, new construction will be stopped for coal mines where the first level mining depth exceeds 1,000 meters and for the expansion of mines where the mining depth exceeds 1,200 meters. The construction and expansion of small coal mines with a mining depth exceeding 600 meters will also be halted. Planning for new coal mines is prohibited in ecologically sensitive areas such as ecological protection red lines, nature reserves, and drinking water source protection zones.
