Two departments: Continue to deepen supply-side structural reforms.

The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Development of the Coal Industry." This plan mentions the continuous deepening of supply-side structural reforms, focusing on five major coal supply assurance bases, rationally laying out the construction of technologically advanced, reliably safe, and environmentally friendly coal mine clusters to increase the proportion of advanced production capacity. Newly constructed coal mine projects should, in principle, be planned, designed, and built in one go, and those meeting the requirements should be designed and constructed according to intelligent standards. New, renovated, or expanded coal mines should be constructed with corresponding-sized coal washing plants, which should also, in principle, be built according to intelligent standards. The plan encourages coal mines to adopt production models such as "one well, one face" and "one well, two faces," optimizing production development layouts to reduce workforce and increase efficiency.
