The "14th Five-Year Plan" for the coal industry has been released: By 2030, the production from the five major coal supply guarantee bases will account for over 80% of the national total.

The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Development of the Coal Industry." It points out the need to coordinate factors such as resource development conditions, market demand, transportation channels, and environmental constraints to systematically advance coal resource development. In resource-rich areas of the western region, it calls for strengthening overall planning for development, improving the upstream and downstream development and utilization system, and enhancing cross-regional collaborative support capabilities. The construction of coal supply guarantee bases in Shanxi, western Inner Mongolia, eastern Inner Mongolia, northern Shaanxi, and Xinjiang will continue to be promoted, with high standards set for planning and building a number of large modern coal mines. This aims to improve the scale and intensive development level, with the five major coal supply guarantee bases expected to account for over 80% of national production by 2030. The central and eastern regions will coordinate local energy demand, reasonably control the development pace, and strengthen assessment and verification based on resource conditions, while moderately constructing follow-up coal mines.
