The National Development and Reform Commission and the National Energy Administration issued the "14th Five-Year Plan for Coal Industry Development." It mentions the continuous optimization of the transportation system of "West Coal East Transport" and "North Coal South Transport," enhancing the cross-regional transportation capacity of coal. The domestic supply for the southeastern coastal areas mainly relies on the Shanxi, Inner Mongolia West, and Northern Shaanxi bases, transported through the Datong-Qinhuangdao, Shuohuang, and Wari routes to northern ports for shipment. Import coal will be reasonably utilized to ensure supply. The Two Lakes and One River region will primarily receive shipments through the Haoji and Jiaoliu channels and the iron-water combined transportation network from the Inner Mongolia West, Northern Shaanxi, and Shanxi bases. The Northeast region mainly depends on the Inner Mongolia East base for supply, with a small amount imported from the Inner Mongolia West and Shanxi bases. The Southwest region will focus on local supply, with some transport through the Xikang and Lanzhou-Chongqing channels from the Northern Shaanxi and Inner Mongolia West bases, steadily increasing the proportion of supply from the Xinjiang base.
