Zhengzhou has initiated a Level 3 flood emergency response.

On August 10, the reporter learned from the Zhengzhou Flood Control and Drought Relief Command that according to forecasts from the Municipal Meteorological Bureau, this year's 13th typhoon "Bailang" made landfall along the coast of Kamen Street in Yuhuan City, Taizhou, Zhejiang Province around 5:30 PM on the 9th. As of 6 AM on the 10th, the center of the typhoon was located in the Qinyuan County of Lishui City, Zhejiang Province, with maximum wind force near the center at level 9. It is expected to move northwest at a speed of 20 to 25 kilometers per hour. Affected by this, Zhengzhou will experience heavy rain and downpours from the 11th to the 13th, with significantly enhanced rainfall extremes. The main period of precipitation will be from 8 AM on the 11th to 8 AM on the 13th, with a cumulative rainfall of 250 to 400 millimeters, and over 500 millimeters in some areas. The maximum hourly rainfall is forecasted to be between 60 to 90 millimeters, with localized totals of 100 to 120 millimeters. From the night of the 10th to the 13th, there will be about a level 4 northeast wind in Zhengzhou, with gusts of 7 to 8, and over level 9 in some local areas. In order to effectively respond to the heavy rainfall disaster caused by the 13th typhoon "Bailang," and based on the relevant provisions of the "Zhengzhou Flood Control Emergency Plan," after comprehensive consultation and assessment, the city's Flood Control and Drought Relief Command decided to activate a level 3 flood emergency response at 2:30 PM on August 10.
