Recently, reporters learned from the Haikou Municipal Bureau of Housing and Urban-Rural Development that the Haikou Municipal People's Government has revised and released the new Implementation Rules for Housing Security for Introduced Talent in Haikou City. These rules will take effect on September 1, 2026. The new regulations optimize the coverage, subsidy standards, and application process for housing security for talent, comprehensively enhancing the support policies for housing stability for introduced talent. The rules clarify that to apply for housing purchase subsidies, the purchased property must be a new home bought after May 13, 2018, with the purchase date determined by the contract registration date. The following talents who begin their first employment in Haikou City or start their first self-employment in Haikou City after May 13, 2018, and whose actual work location is in Haikou City, are applicable under these rules and included in the relevant housing security: talents categorized as A, B, or C among high-level talents of the Hainan Free Trade Port who meet the criteria established by the province and city; those under 50 years old categorized as D or E high-level talents in the Hainan Free Trade Port, with an age extension to 55 for urgently needed talents; full-time master's degree graduates under 40 years old and full-time bachelor's degree graduates under 35 years old; talents under 35 years old who possess intermediate professional titles, technician qualifications, or qualifications explicitly stated by the state and this province for appointment to intermediate professional technical positions; high-level management personnel introduced by headquarters economy enterprises; and other talents recognized by provincial and municipal governments for housing security.
