Today, the 2026 World Artificial Intelligence Conference series sub-forum - Artificial Intelligence Rule of Law Forum was held. Focusing on the theme of "the rule of law response to the development of intelligent entities", attendees engaged in in-depth discussions. The forum released the white paper "Ten Principles of Rule of Law for the Healthy Development of Intelligent Entities". The white paper establishes a three-dimensional governance logic: first, covering the entire process from the research and development, training, operation, iteration to exit of intelligent entities, establishing a closed-loop risk control mechanism for autonomous decision-making and cross-domain interaction characteristics; second, through rules such as service identification, layered informed consent, minimum authority, and trusted output, comprehensively safeguarding users' digital rights, with a focus on protecting vulnerable groups such as the elderly and minors; third, clarifying industry rights and responsibilities, promoting the interconnection of intelligent entities, strictly adhering to the bottom line of "humans ultimately bear responsibility", and preventing companies from using the autonomy of intelligence to evade responsibility.
