Inner Mongolia has introduced measures to facilitate cross-border trade foreign exchange reform.

Recently, the Inner Mongolia branch of the State Administration of Foreign Exchange issued the "Implementation Regulations for the High-level Opening Pilot of Cross-border Trade", and simultaneously revised the "Guiding Opinions on the Pilot Facilitation of Foreign Exchange Receipts and Payments for High-quality Enterprises". This pilot is a systematic upgrade of facilitation policies, with the high-level opening policy for cross-border trade covering five cities in Inner Mongolia: Hohhot, Baotou, Ordos, Alashan, and Chifeng. The special support policy for net settlement of border trade differentials is applicable to the entire autonomous region. The new policy introduces a multi-dimensional facilitation "policy package", including seven core measures: 1. Facilitate the receipt and payment of foreign exchange funds for routine transactions, simplifying the submission requirements for supporting documents. 2. Optimize new international trade settlement methods. 3. Expand the scope of net settlement of trade differentials. 4. Special return transactions for goods trade exceeding the time limit are exempt from pre-registration. 5. Optimize the management of service trade advances or cost sharing. 6. Facilitate the payment of salaries for foreign employees of high-quality enterprises. 7. Simplify the procedures for the centralized receipt and payment and net settlement of routine funds for multinational companies.
