Recently, at the central level, a special class was set up to learn and educate correct views on political achievements, and the General Office of the Central Commission for Discipline Inspection publicly reported 3 cases of deviation from correct views on political achievements in Nanning City, Guangxi Zhuang Autonomous Region, Xincheng District of Jiuquan City, Gansu Province, and Xiaoshan District of Hangzhou City, Zhejiang Province. 1. Nanning City, Guangxi Zhuang Autonomous Region, used the self-owned funds of state-owned enterprises to falsely increase fiscal revenue. In 2024, Nanning City directly modified the "Decision on Allocation of State-owned Construction Land" for 15 pieces of land previously gratuitously allocated to 3 municipal state-owned enterprises for public welfare projects and infrastructure construction in previous years, changing the originally stated "allocation price" of 0 yuan to between 840,000 yuan and 500 million yuan, and then collecting the so-called "allocation price" from the 3 enterprises. After receiving the "allocation price" paid by the 3 enterprises from their own funds and including it in fiscal revenue, the fiscal department would then return the funds to the enterprises under the guise of land compensation. This circular movement of funds reached up to 18 times for one piece of land. Through this method, Nanning City falsely increased its fiscal revenue by 2.83 billion yuan in 2024. 2. Xincheng District of Jiuquan City, Gansu Province, obtained funding for the construction of a landscape project by deceiving the funds of ultra-long-term special national bonds. In May 2024, the Development and Construction Management Committee of Xincheng District, Jiuquan City, applied for and obtained 55.95 million yuan in ultra-long-term special national bond funds for the construction of a sports park water landscape project. Despite knowing that the project was not included in the national land spatial plan and that the required anti-flooding design documents were not prepared, the project was packaged as a "rain and flood channel and water pollution treatment" project. By falsely packaging elements of the project, such as the "companion walkway" as a "repair road" and the "water supplement system" as a "water pollution treatment" project, the sports park water landscape project was approved and funded. By the end of 2025, the project was completed, but the landscape elements costing 38.16 million yuan, such as the planted island and viewing platform, not only failed to achieve the construction goals but also severely hindered the drainage function. 3. Xiaoshan District of Hangzhou City, Zhejiang Province, illegally increased local government implicit debt through 2 financing platforms and falsely withdrew without clearing the debt. Since 2022, Xiaoshan District of Hangzhou City arranged for its two financing platforms to obtain financing from financial institutions through fictitious contracts and inflated asset values to carry out public welfare projects such as municipal roads, land acquisition and demolition, and environmental improvements, resulting in a large amount of local government implicit debt. Among them, 738 million yuan was illegally added after locking in the existing local government implicit debt as of March 31, 2023. In December 2024, Xiaoshan District of Hangzhou City falsely reported to higher government departments that the implicit debt of the two financing platforms had been fully cleared and withdrawn, despite the fact that the implicit debt had not been settled, affecting the implementation of policies to prevent and resolve government debt risks.
