On the 23rd local time, Gharibabadi, Deputy Foreign Minister of Iran and head of the Iranian technical negotiation delegation, revealed the arrangement mechanism for future technical negotiations between Iran and the United States. Gharibabadi stated that based on the consensus reached at the Swiss four-party talks, the next negotiations will be conducted under the supervision of a high-level committee, with members including the Iranian Parliament Speaker, Iranian Foreign Minister, US Vice President, as well as the Prime Minister of Pakistan and the Prime Minister of Qatar. It was also decided to establish four working groups responsible for: lifting sanctions, nuclear issues, reconstruction and economic development, supervision and implementation. It was further decided to establish a liaison point between Iran and the United States to ensure the safe passage of commercial vessels through the Strait of Hormuz; while a Lebanon conflict de-escalation group will be set up between Iran, the United States, Pakistan, and Qatar. The heads of the four-country technical delegation will oversee the various working groups and the two mechanisms mentioned above, reporting progress to the high-level committee. Gharibabadi concluded by stating that in the technical negotiations, progress has been made regarding the issuance of general licenses for the sale of Iranian oil, petrochemical products, derivatives, and related services, as well as the necessary follow-up on the consensus to unfreeze Iran's frozen assets. As a result, the US has issued relevant sales permits for oil products, among others, and has published them on the website of the US Treasury Department's Office of Foreign Assets Control. Additionally, it was agreed to initiate the previously signed arrangement for the unfreezing of frozen funds, totaling $12 billion, which will immediately enter the implementation phase.
