Li Chao, deputy director of the Policy Research Office of the National Development and Reform Commission and spokesperson, stated at a press conference that it is important to emphasize that in order to ensure the security of the transmission channel and the stability of power supply, the market-based trading of Yunxiao HVDC transmission rights will adhere to the principles of "safety as the anchor, prudence as the priority, fairness and openness, and orderly competition". In the implementation process, the focus will be on the following three requirements. Firstly, priority will be given to supply and guarantee. The electricity transactions conducted through the Yunxiao HVDC priority generation plan will have priority access to transmission rights. The channel capacity outside of the priority generation plan will be prioritized for use by the provinces of Fujian and Guangdong. The remaining capacity will be released to the market on a quarterly basis. Secondly, price stability is important. At present, a price range of 0.0256 yuan/kWh to 0.1 yuan/kWh has been set for Yunxiao HVDC transmission rights to ensure the recovery of channel costs and stable electricity costs. Lastly, sharing of benefits is crucial. The transmission rights fees paid by the power purchasing party will be used to offset the capacity electricity charges borne by the provinces of Fujian and Guangdong, and will be shared with industrial and commercial users in the two provinces on a monthly basis. It is estimated that this will reduce the electricity costs for industrial and commercial users in the two provinces by at least 50 million yuan per year.
