NDRC and other departments: Promote energy conservation and carbon reduction transformation of production facilities such as aluminum electrolytic cells.
The State Development and Reform Commission and other departments have issued a notice on the three-year action plan to carry out key industry energy-saving and carbon reduction transformations. The notice specifies that in order to promote energy-saving and carbon reduction transformations for production facilities such as aluminum electrolytic cells, new technologies and equipment should be used, such as new types of stabilized current insulation aluminum electrolytic cells, graphite cathodes, high-quality anodes, and gas-tight closures on the top of electrolytic cells. Large-scale electrolytic cells of 500kA and above should be promoted, and the upgrade of energy-consuming equipment such as motors, fans, pumps, heat pumps, compressors, and transformers should be accelerated. Optimization of efficient recovery and cascade utilization systems for flue gas waste heat should be promoted, as well as the application of low-temperature waste heat power generation technology. Pre-baked anode aluminum electrolytic cells below 300kA, carbon projects for independent aluminum production below 150,000 tons/year, and old and inefficient self-owned coal-fired units should be upgraded and renovated at a faster pace.
